A A A THE EVENING JOURNAL. WILMINGTON, DELAWARE. TUESDAY, MARCH 11. 1930 FIVE RULES OF AIR OBSERVED: Safety Council Aviation Committee Will Ask for Special Officers ALSO TO CHECK UP ON PLANES H. Pelin duPont, chairman of the Delaware Safety Councii's Aviation Committee presented a report to the directors of the council yesterday afternoon urging that all aviators observe the rules and regulations for the flying of planes as set forth in the Delaware Aeronautics Code.

It appears likely that the council will ask for the assignment of one or more officers for special training in the apprehension of aviation traffic law violators and a periodic check up on the licensing of planes and pilots. Mr. duPont pointed out that lat the last Legislature under the leadership of the council a satisfactory set of laws had been enacted to govern the safety of flying, including the licensing of planes and pilots and aerial navigation rules. Later these laws nad been published and given wide distribution by the council and the police instructed by the then Department of Commerce Inspector, Sidney Vest, in methods of apprehending air traffic rule violators. Mr.

duPont emphasized that the laws 28 enacted did not work a hardship on any individual flier or on the aviation industry but were merely rules of flying suc.1 as any sane pilot would opcrate under. Pointing out that 60 per cent of all aviation accidents were due to personnel involving either errors of judgment or down-right recklessness and carelessness, Mr. duPont strongly urged that those flying in Delaware be encouraged or required if necessary to fly in accordance with the regulations so as not to jeopardize the lives or. property of our citizens or give the aviation industry a black eye from needless air crashes. Mr.

duPont stated that the accidents cf some fliers were comparable to a motorist driving at fifty miles an hour in Delaware avenue and attempting right angle turn at Washington street with disastrous results. He expressed the opinion that aviation crashes due to fool-hardy stunts or reckless practices might give the publie the wrong idea of the real safety of air transportation. Tomhave is scout master, were honor guests at the board meeting and gave a demonstration of their ability to care for injured people in case of emergency. A. L. Barth. tne council's first aid instructor, pointed out that the first aid information was not only curative in the sense of providing relief for injured persons but also was preventive in the sense that those instructed acquired a' healthy respect for unsafe practices by knowing the possible results which would accrue.

DR. COOKE MAY GET ALBANY PASTORATE The Rev. George W. Cooke, evangelist, who has done extensive work in the east for the past eight years, it is reported, may be appointed pastor of a Methodist Church in Albany. Dr.
